A registered sex offender currently living on South Whidbey with relatives plans to move to a home on Crawford Road in mid-May.

This week, the Island County Sheriff’s Office released information about registered sex offender William Clayton Frizzell, a Level 2 sex offender from Skagit County.

According to Jan Smith, a spokeswoman for the Island County Sheriff’s office, Frizzell is not wanted by law enforcement and has served his prison time.

Frizzell, 22, is described as a 5 feet, 8 inches tall and weighing 160 pounds. He is a white male with blond hair and blue eyes. He has been known to use the names Clayton Frizzell and William Sipe.

Smith characterized Frizzell as a moderate risk to the community.

The Island County Sheriff’s department reports he is currently living in the 4500 block of Lone Lake Road, and in mid-May will move to the 4900 block of Crawford Road.

Frizzell was convicted in Skagit County of first-degree rape of a child in 1995 when he was 14 years old. His victims were a 10-year-old boy, a 15-year-old girl, and a 19-year-old woman. The victims knew Frizzell as a friend or family member.

Frizzell was also convicted for assault with sexual motivation for sexually assaulting the two female victims while they were sleeping.

His sentence was confinement under the supervision of the Juvenile Rehabilitation administration. He served time at various state juvenile facilities and was released on parole in June 1999.

According Smith, Frizzell was convicted in November 2001 for failing to register as a sex offender in the county in which he was living. He served nine months in jail for the conviction. He has also been convicted of a number of other felonies and misdemeanors.

He had been a transient in Skagit County until April, when he registered with the Island County Sheriff’s Office as a resident of South Whidbey Island. He is currently being supervised by state Department of Corrections and has participated in various treatment programs.
