A 59-year-old former mental health counselor who practiced in Oak Harbor and Freeland is returning to Whidbey Island as a sex offender considered likely to commit that crime again.

Glenn Jolley, originally a Clinton resident, was sentenced to 18 months in prison last fall after a jury found him guilty of indecent liberties, a sex-related offense.

Jolley was classified as a Level III “high risk” sex offender by the state Department of Corrections because he hasn’t received any sex offender treatment. The rating means Jolley is considered a high-risk to reoffend.

The Island County Sheriff’s Office held a community meeting Tuesday at South Whidbey High School to discuss with South Whidbey residents the implications of Jolley’s release and to answer community concerns.

Jolley is moving into a home on Drummuir Road, which is in the Maxwelton Road neighborhood.

Jolley was convicted of indecent liberties for sexually fondling a patient during a counseling session. He was also charged with second-degree rape and attempted indecent liberties in cases that involved other former patients. The jury found him not guilty on the attempted indecent liberties charge and jury members were unable to come to a consensus on the rape charge.

While under Department of Corrections supervision for three years, Jolley is not allowed to have contact with his victims, hold any position of trust or authority over any minor or adult except his immediate children.

He also is ordered not to provide counseling services or consume alcohol, and he is supposed to complete a sexual deviancy evaluation.
