OK, this article didn’t present the ferry system in the best possible light, regarding the utilization of the holding lanes in Mukilteo. It is obvious to me that the ferry system needs an additional person handling the traffic on the local street, but only when the ferry is being loaded.
So, a good management technique, if you don’t have the money to hire such a person, would be to re-allocate the existing staff for that loading phase.
Let’s say that when the ferry arrives, one of the obvious persons on the ferry that is just standing around, with no active assignment, gets assigned to leave the ferry and help with the traffic management, as a result of the expanded holding capacity. Bingo! Problem solved, and the ferry system emerges as creative.
