Woman fined $538 for role in man’s death

A Greenbank woman was cited for negligent driving by the Washington State Patrol for an accident involving a motorcycle driver’s death on Aug. 27. Carey J. Owen received a traffic citation — second-degree negligent driving — for passing a stopped car on the shoulder.

The accident occurred at the intersection of Highway 525 and Mutiny Bay Road when Owen, who was driving north in a 1999 Chevrolet Tahoe, swung onto the right shoulder to avoid another car turning left on Mutiny Bay Road.

According to Washington State Patrol, Owen then veered into the southbound lane and collided with a motorcycle driven by Robert J. Cook. Cook died at the scene. His passenger, Kelly Goudeau-Stenson, 39, of Coupeville, survived the crash.

The accident was investigated by the State Patrol. According to State Patrol Sgt. Don Ney, WSP detachment supervisor in Oak Harbor, the case is still being investigated.

“It’s a prolonged process of double checking the reports before the file is completed,” he said. “By the time the file is closed it will be three inches thick with paper.”

But according to Ney, fault was determined and the ticket was issued.

The fine for second-degree negligent driving is $538. Alcohol was not a factor in the accident.

According to Island County Coroner, Robert Bishop blood tests on Cook were negative.
